The method of voice communication over small distances, Shortwave is called such because it only has a usable operating radius of several kilometers on all but the clearest of days (as opposed to the length of the wave itself, although this is short).
Long range messages are handled by a different technology called Transpulse.
Design note: Shortwave is in fact what we would call VHF radio, but due to the EMP interference of Azimuth's atmosphere, radio is ineffective at great distances.
